Drugs couriers pay for traffickers

People who accept to act as couriers in drug transactions are being asked to stop making vicarious risk taking as they then end up facing consequences for the decision of drug traffickers who remain free.

The latest case involves the woman who was arrested recently and is being detained after hashish was found in her luggage. The drugs she was transported apparently belonged to two men but because it was difficult to prove that the drugs were theirs the main suspects were set free. The woman will most probably face a jail sentence.

This is absurd because in the event that she was successful in smuggling in the drugs she would have been rewarded by the drug traffickers with only an iota of the amount they would have made by selling the drugs. But now that she has been apprehended she will be punished in the pace of the traffickers.

What makes matters worse is that the drug traffickers have such a sway over couriers that the latter prefer to go to jail rather than give away the real culprit to the police.

What makes the fight against illicit drugs very difficult is that couriers and drug users prefer to suffer for drug traffickers



CDF satisfied with symposium on 21st century security challenges

Brigadier Leopold Payet, who is the country’s Chief of Defence Forces, has expressed great satisfaction at the outcome of the high-level symposium held in USA on the challenges facing land forces in the 21st century .

The theme of the symposium, also attended by land forces commanders from Bahrain, Egypt, Ethiopia, Oman, Iraq, Jordan, Kuwait, Qatar, Saudi Arabia, United Arab Emirates, Yemen and the host country, was ‘Adaptation of Land Forces to the 21st Century Security Challenges.” According to Brigadier Payet the commanader of the US Central Command, Lt-Gen. James Lovelace highlighted the importance of friendship and cultural understanding as a prerequisite for closer collaboration. Underlining the relevance of the symposium Brigadier Payet noted that the politico-military environment of the 21st century has outpaced the military’s doctrinal and force structure evolution, hence the need for adaptation.

He also noted that these asymmetric challenges call for land forces to adapt and build capacity focused on supporting national stability in the face of natural and man-made threats. He said that this transformation of land forces is necessary if it is to remain an effective instrument of national power.

Brigadier Payet who got back in the country last Sunday said the military is only part of the solution to new threats such as terrorism. He also added that regional plans and coordination centres buttressed by combined training and exercises will provide the synergy needed to fend off the threats



GAP clinic gets dedicated

Today will see the dedication ceremony of the Grand Anse Praslin Health Centre.

This follows nearly a year of renovations work carried out by the US Navy, as part of a project of the Combined Joint Task Force - Horn of Africa.

The new Health Centre, which will cater for the over 3,000 residents of the district, is more spacious than the previous one and can accommodate more patients. With the new health centre more spaces will be available and the service users will have more privacy. Emergency care room is quite spacious and this is very vital as it will facilitate the delivery of care.

There are now two rooms for maternal and child health and more clients could be served at the same time. The Physio Unit is bigger and with the two cubicles patients/clients instead of one will allow more patients/clients to be accommodated at a time. Patient comfort has been increased in the new Health Centre with a waiting area which is more spacious than before and well ventilated.

The Grand Anse Health Centre employs fifteen staff altogether and it offers doctors consultations, emergency care, maternal and child health care, family planning, children dental service, physiotherapy, environmental health, mental health, pharmaceutical and health promotion and nutrition.

Mr. Cesar Cabrera, the US Ambassador to Seychelles,the Minister for Health and Social Development ,Mrs Marie-Pierre Lloyd, the Minister for Local Government Youth Sports and Culture Vincent Meriton, the CEO, Health Services Authority; Mrs Maryse Berlouis, and other senior officials from both the US Embassy and the Seychelles government are expected at today’s dedication ceremony

Couriers wash out 750g of heroine

750 grammes of concentrated heroine were washed out of the two Tanzanian men apprehended earlier this week at the airport. The two had swallowed the dangerous substance in order to transport them inside the country.

They started to act strangely at the airport after officials found that their papers were illegal. Their behaviour aroused the suspicion of the officials and after the police had found nothing in their baggage the Tanzanians were given a wash-out.

As a result both men delivered 50 pellets or drugs in the form of capsules.

After they were taken to the Central Police Station they delivered another 11 pellets. No Seychellois has been arrested in connection to the case. As they were most probably couriers, it remains for the two men to spill the beans so that the authority knows who were supposed to collect the drugs.

The two men were apprehended by officials of the National Drug Agency. Some have asked why didn’t the agency make control delivery? It could have helped identify other people connected to this case




Ambassador Cabrera apprises media on US elections

US ambassador Cesar B. Cabrera earlier this week apprised the local media on the upcoming US presidential elections and the party primaries in the run up to it.

His Excellency Cabrera explained that both main parties, Republicans and Democrats, have what are called super delegates. These professionals, former governors or senators are called so because they are the people who decide who will be the candidate for the party.

Talking to the local press at the Hilton Northolme Hotel on Tuesday Ambassador Cabrera noted that for the Republican Party this process has been completed as it is Senator John Mc Cain who will be their Candidate in the November 4th presidential elections. However, this is not the case for the Democrats whose primaries are still on-going to decide between Senator Barack Obama and Senator Hillary Clinton.

At this pres conference the US ambassador to the Seychelles also explained that the reason why the Republican have already picked their candidate while the Democrats are yet to do so, lies in the difference in electoral system adopted by the two parties. While the Republicans have a ‘winner takes all’ system, the Democrats have a system of proportional representation.

This means that in the Republican Party the candidate who wins a primary or caucus gets all the delegates while in the Democrats camp each candidate gets the number of delegates which reflects his or her percentage of the votes won.

Ambassador Cabrera who is based in Mauritius remarked that the only exception to the rule of proportional representation for the Democratic Party is Long Island, which has a winner-takes-all electoral system.

Senator Clinton in last Tuesday’s primary in Pennsylvania won 55 percent of the votes and her opponent, Obama, 45 percent. Analysts say that Clinton’s win gave much-needed boost to her campaign
