It might be time consuming to see 350 prisoners, but according to Mr. Tirant this will enable the prisoners to express themselves and their problems more freely. Mr. Tirant is on the same line planning to rehabilitate the prisoners which he says is the best way to restore back a favourable situation inside the prison. “We have the funding to do the rehabilitation and we will be having more qualified people which might solve and get things to move forward”, he says. Rehabilitation for him is defined as the key to prevent over-crowdedness. “I see people who were arrested when I was still a young policeman who are still in prison. If the same people keep coming back, it means there must be a problem somewhere. Rehabilitation could be the key to reduce prison population.” The vision of this man is to get ideas through consultations with all the partners in the Criminal Justice System including all other organizations like ‘Friends of Prison’, Human Rights, Churches and direct players from the Court.
People have been saying that there have been sexual abuses in prison and Mr. Tirant answers that there are no formal complaints of such things going on in the prison and that however, upon the one to one discussion which he will be having with the prisoners it might make them more comfortable to confide in him. After this, the other bodies can be consulted and better decisions will be taken. However, Mr. Tirant states that he would not accept abuses in the prison, “Personally, I would not accept this kind of situation. As my objective is discipline, such things should be part of the discipline.” Mr. Tirant states that he will be discussing with the prison’s health officials on whether there are prisoners with HIV/AIDS so they may help these people and to prevent the disease from spreading in the prison population. He again notes that he will be consulting the prison’s advisory board which is also involved in decisions taken on prison policies. “The items that were found when the authorities conducted the raid were not supposed to be found in a prison and the staff know that. The prisoners cannot take all the blame. It is the system who has failed the prisoners, not the prisoners who failed the system and this is my personal opinion.

Mr. Tirant added that without having to point a finger at any particular person or judging, it is best to say that dishonesty in places like a penal complex normally involves more than one person when it happens. And that when more than one persons are involved it makes the problem more complex, especially when it is time to establish discipline. “But once everyone knows his/her role all will fall into place”, Mr Tirant says. In this same line, the man who sees himself as a facilitator says that he also expects the workers to be disciplined and not just the prisoners. The staff should show respect to the prisoners and that he hopes there will be common understanding so the officers will likewise be respected by the prisoners.
